In Eden Adam was not neutral. He is good. He had Will to do good only.
Not Will between good and evil. But the state of Adam is mutable to be
changed.

At Fall:
Will to do evil. No will for spiritual good. Before the fall is Will to
do good only. But after the fall is Will to do evil only. Especially
the unbelievers’ Will is only to do evil. That is the only ability of
sinners’ Will.

In Redemption:
The believers’ Will is to do good and to do evil. A believer is one
person to do good and evil. Because of Christ he can do good thing now.
But he/she himself is still a sinner.

In the state of Glory: In heaven our Will is Will to do good only. No Will for evil.

Free agency is a free moral creature (the Will is not forced from without).
We are always free
Agency. The Will to do evil is our own decision! The Will to do good
also is our own decision. But we cannot be saved by our own good works
for the book of Romans 4: 4 said, “Now the one who works, his wages are
not counted as a gift but as his due. And to the one who does not work
but believes in him who justifies the ungodly, his faith is counted as
righteouness.

Still our Will to do good is not the cause to save us.
We have natural
ability but our moral ability Will will not exercise that ability
unless the H.S awakenes the heart. Because behind the Will is the
heart! And the heart is deceitful above all things (Jer. 17: 9).

The question is –
does man have something called ‘free-will’? Can a man freely and

answers: ‘Yes!’ Luther says a resounding: ‘No!’ Luther was convinced
that ‘free-will’ strikes at the heart of the biblical doctrine of
salvation by grace alone, through faith alone. We must have the same
conviction. We must fight against ‘free-will’ as vigorously as Luther
did. Erasmus said: ‘I can conceive of “free-will” as a power of human
will by which a man may apply himself to those things that lead to
eternal salvation or turn away from them’. To this we also must give a
resolute ‘No! Man is born a slave to sin!’ He is not free.
